Elizabeth Rula, PhD, is Executive Director of the Harvey L. Neiman Health Policy Institute, where she oversees a large, diverse portfolio of research that shapes the future of health policy and radiology for better patient care. The Neiman Institute is affiliated with the American College of Radiology, where Dr. Rula serves as Vice President of health services and policy research. 

With over 15 years of experience, Dr. Rula strives to establish a strong scientific foundation for the value of health care services and health policy that promotes broad and equitable access to high-value care. She has authored over 100 refereed journal articles, numerous white papers and reports, and writes a column on policy research for the ACR Bulletin. 

Under her leadership, the Neiman Health Policy Institute’s research has grown in national recognition and impact. In 2025 alone, HPI studies appeared in 470 news reports – including Forbes, US News & World Report, USA Today, The New York Times, HealthDay, Becker’s Hospital Review, and all radiology trade publications— reaching a total audience over 1.6 billion. Dr. Rula earned her doctorate from Vanderbilt University in the field of Pharmacology.
